Plan or development expenditure in the Madhya Pradesh Forest Department was less than 23 per cent of the total expenditure between 1995-96 and 1999-2000. No effective action was taken to recover forest revenue of Rs. 54.03 crore, of which Rs. 24.10 crore was in arrears for over five years.
