Often it is the government which is chastised for not following the procurement guidelines and the terms and the conditions of the donor agencies. But what does one say when the donor agency itself not follows its own guidelines. This is exactly what happened in the evaluation and award of contract for consultancy services for the 61 MW Middle Marsyangdi Hydroelectric project to be financed by the German governemnt.
