Blame it on Japan! : If Mumbai's cabbies have been left sputtering at the ongoing anti-pollution drive of the Motor Vehicles Department, the black trail of smoke emanating from that quarter can be traced right back to the non-descript bylanes of Chor Bazaar, where the genesis of the tug-of-war began about five years ago. Between the old cas that are dismantled at Mumbai stand rows of second-hand Japanese engines-- a taximan's cheap alternative to petrol and the source of the fumes that stigle you at the traffic junction.
