N-power plant: Deal with Russia this month

An agreement between Bangladesh and Russia on cooperation for development of nuclear technology in the country is likely to be signed within this month.
Highly placed sources at the Science and ICT Ministry told UNB yesterday, the Russian expert team that has been holding talks with officials of Science and ICT Ministry for the last two days on setting up of a 1000 MW nuclear power plant placed a draft agreement for signing between the two sides.
"We're examining the draft and inserting our requirement-related points in the draft agreement," a top official said seeking anonymity.
He said the Russian team is very keen to sign the agreement as soon as possible, but the draft is being scrutinised by Bangladesh side. Finally, it will require a vetting from the Ministry of Law and also from other concerned ministries before the signing.
"I believe, all the procedures will be completed within the current month and finally we'll be able to sign it shortly," the official said.
He, however, said a similar agreement had been signed with the USA for cooperation in nuclear technology which covers many areas pf cooperation, including medical science.
At the second day meeting, Bangladesh officials made a presentation on Bangladesh's preparation for setting up of a 1000 MW nuclear power plant at Rooppur site.
The Russian expert team was informed that Bangladesh has achieved 'Milestone-1' in setting up the power plant as it has obtained a clearance certificate from the International Atomic Energy Agency (IAEA).
Now the country is in the process of obtaining the 'Milestone-2' which means preparation of a bid document for appointing any international firm to build a nuclear power plant.
The officials said that an IAEA team is due in the country within months to give a final touch to the bid document as part of the world nuclear watchdog's technical assistance to Bangladesh.
The Russian team members appreciated Bangladesh's preparation.
The talks with the Russian expert team will be concluded Thursday, according to the officials.
