New child development policy: NGOs not enthused in the least

Two days ago, the Maharashtra government announced a Child Development Policy with much fanfare. But they seem to be the only ones excited. But they seem leading NGOs involved in childcare cold. Clearly calling policy redundant, they say they should have been consulted. The state governments new policy asks for the setting up of a Child Rights Commission along the lines of the Human Rights Commission. What does this mean? The policy should out line the burning issues that will be dealt with. Now the spectrum is too vast says Beenal Raut from Adarsh an NGO working for run away children.
