A boon for someone may be a burden for others. This appears to be the case with the emission under control (EUC) certificates for vehicles. Though Automobiles Emission Checking (AEC) centres view the move as a new year gift, for motorists it means obtanining the certificates every quarter, bearing the extra cost and the related hassles.
