National Disaster Management Authority (NDMA) member M. Shashidhar Reddy said disaster management needs a thorough study of past failures and a change of mindset on the part of policy-makers, administrators and other stake-holders, that is the people. In his valedictory address to a seminar conducted jointly by the National Institute of Disaster Mangement and the World Bank, Mr Reddy said, "Rampant unplanned growth of cities in India makes the picture even more gloomy and by 2050, out of India's total projected population of 1.6 billion, one billion will live in mega-cities and the continuing and dismal lack of infrastructure makes them insecure.'
