No compromise on law for SEZs

THIRUVANANTHAPURAM: The Communist Party of India (CPI) State leadership has made it clear that there is no question of the party compromising on the demand for new legislation to govern the functioning of Special Economic Zones (SEZs) in the State.
Briefing reporters after a two-day CPI State council meeting here on Wednesday, State secretary Veliyam Bhargavan said the Left Democratic Front (LDF) State committee had decided to put in place a policy framework on SEZs and to enact a law on the subject. There was no difference of opinion between the CPI and the CPI(M) on the issue, he explained.
Mr. Bhargavan said any law to be enacted by the State would be binding on all institutions functioning in SEZs, including those for which proposals had already been submitted to the government. It was for the government to work out the details of the legislation and all questions relating to SEZs should now be directed at the government, he added.
He said the CPI was of the firm position that SEZs should be sanctioned only on the basis of specific norms and conditions. The rights of the labour must be protected. Agriculture land or reclaimed paddy fields must not be used for SEZs. Nor should land forming part of SEZs be used for real estate purposes.
SEZs must also not be fully exempt from the taxes and levies of the State government and local bodies. SEZs that spread over hundreds of acres of land were not suited for Kerala. What the CPI wanted was a law incorporating all these conditions. The party had explained all these points at the last meeting of the LDF. The LDF had, in general, approved these suggestions and decided to enact legislation on the basis of these proposals, Mr. Bhargavan said.
The CPI leader said the party had decided to launch a massive campaign against the attack on minorities by Sangh Parivar elements in Orissa, Karnataka and parts of Kerala.
