No money for water

Hyderabad July 3: The Hyderabad Metropolitan Water Supply and Sewerage Board does not have the money to execute the Rs 3,300 crore project to bring Godavari water to the city. Despite not having a single penny in its coffers, the Water Board has invited tenders for the project under pressure from the State government which wants to launch it in the election year. All the Water Board has is to rely on is the promise made by the State government that it would provide funds of its own, apart from getting Central grants under the Jawaharlal Nehru National Urban Renewal Mission. The Greater Hyderabad Municipal Corporation has also been asked to chip in and provide Rs 150 crore each for three years and help the Water Board complete Phase-I of Godavari project, which would bring 10 TMC of water to the city from Yellampalli in Karimnagar district. The Water Board Director (projects), Mr Gowtham Reddy, said that the JNNURM funds would cover 35 per cent of the project cost. Another 15 per cent contribution by the State government and Rs 450 crore from GHMC would bring it to 2,200 crore. "This would leave the Water Board with the gigantic task of arranging at least Rs 1,000 crore,' said the source. "It is planning to approach Japan Bank for International Cooperation and also the Asian Development Bank for help.' Three top consortia have jumped into fray to bag the project. They include the L&T, Maytas and Kirloskar Brothers Limited (KBL) consortium, Mega Engineers, National Construction Company and NPIL consortium and IVRCL, HCC, IHP and WPIL consortium. Bids are under evaluation and would be finalised on July 13 and financial bids would be opened a day or two later. The contract has been divided into three packages, each estimated to cost Rs 1,100 crore.
