Regular pattas to the encroachers and Tribals was an election promise of the Congress during the last Assembly elections. The party's government would now find it difficult to fulfill the promise. However, no one but the laxity of the State Government is responsible for the situation. The Union Environment and Forest Department had diverted 143711.49 hectares to various State Government departments for different projects with condition that the user agency would do conpensatory Afforesttion on 157778.21 hectares on forest land and 68707.99 hectares on non-forest land.
