No separate line to check water stagnation yet

Despite the assurance of the deputy commissioner to develop a separate line to prevent the swelling of water bodies during rainy season in Basti Guzan area in Jalandhar district, no action has been taken by the concerned authorities. The deputy commissioner had given the assurance after a complaint was filed by Rajesh Kumar of Basti Guzan in the Punjab State Human Rights Commission (PSHRC). Thereafter, the deputy commissioner assured that a separate line would be laid to check stagnation of water during monsoons and the complaint was disposed of in 2003. The assurance seems to be a mere eye wash as no action has been taken by the authorities concerned and the road is again clogged due to heavy rains. Complaining about the roads flooded with water, Rakesh said: "The authorities have not developed the green belt. Every year, during monsoons, the main road is filled with water due to which residents suffer.' Taking note of the complaint, the PSHRC on September 2003 stated that "The commission is of the considered view that prima facie case for violation of human rights is made out and the case is registered.'In the report, the then deputy commissioner confirmed that measures would be taken to check the stagnation of water on the roads during monsoons. Rakesh added that "The drainage system in city is not good and overflowing water is a common site, especially, during monsoons. This water also poses threat to the buildings in the residential area. Though the issue has been raised several times, no action has been taken as yet.' Jalandhar deputy commissioner Ajit Singh Pannu said: "The drainage and overflowing water is of the concern of the Municipal Corporation so I cannot comment on it.' When contacted, officials of the Municipal Corporation were not available for comments.
