According to Pema, a Changzamtog resident, he went to the city corporation office to complain about the drain water problem on July 16 and met the officiating thrompoen, who directed him to the City's chief environment officer. "I couldn't meet him because he was out of office,' he said.
According to another resident, Nima, the chief environment officer came to see the site and saw the problem of the drainage system a couple of days ago.
