Notices over plot allotment

NEW DELHI: The Delhi High Court on Thursday issued notices to the Delhi Government, the Municipal Corporation of Delhi and the Commissioner of Industries, Delhi State Industrial Development Corporation on a petition by a businessman seeking directions for an immediate handing over of an industrial plot to him at Bawana in South Delhi. Issuing the notices, Justice G.S. Sistani directed the respondents to file replies to the petition by September 6. The petitioner, Subhash Chand Jain, submitted that he ran an assembling unit of electrical goods at Shastri Nagar in North-East Delhi. He said through his lawyer Manjit Singh Ahluwalia that he was allotted an industrial plot measuring 100 square metres on payment of half the total cost at Rs.5,150 per sq.m. for shifting his assembling unit at Bawana in 2006. While he was awaiting possession of the land, the civic body sealed his assembling unit at Shastri Nagar on a Supreme Court direction for shifting of polluting industrial units from the non-conforming zone in the Capital. He submitted that the respondents had left him in the lurch as the assembling unit was his sole source of livelihood. He further submitted that the Delhi Government and the DISIDC were deliberately delaying the process of development and transfer of possession of the land by demanding development charges, costs of construction and maintenance from him. The petitioner urged the Court to direct the respondents to hand over the land to him immediately and de-seal his commercial premises at Shastri Nagar.
