NRHM financial transactions to go online

Kanpur: After the investigations into the anomalies into the alleged National Rural Health Mission (NRHM), the health authorities have planned a new way to get rid of irregularities in financial transactions under the scheme. The Central authorities have opted for online banking, which will be operated by the Central fund regulation office in New Delhi. It will be an easier to record every transaction done in NRHM and its associated schemes.
NHRM nodal officer PN Bajpai told TOI that Kanpur will be the first district in the state where this new project will be launched. Under it, every NRHM transaction will be done through online banking. “This will expedite the process and increase transparency in money transactions,” Bajpai added. The online banking system is applicable in states like Kerala and Tamil Nadu. The health authorities have planned to introduce it in Uttar Pradesh with the commencement of new financial year in March.
“The online banking system to be introduced in NRHM transactions is named as PILOT project which initially be launched in Kanpur. It would check financial transactions under the scheme,” Bajpai said. Two district officials will be engaged to check the online transactions. They will be called 'checker I and II'. The checker I for Kanpur would be PN Bajpai and checker II will be district accounts officer Sarvesh Mani Tiwari. Both the officials were given a special training to handle the online banking transactions in the state capital in the second week of November.
“The new net banking format will be launched in NRHM funds in the district by the January 2012 and then it will be implemented all over the state in the next financial year,” Sarvesh Mani Tiwari said.
Initially, hundreds of bank accounts meant to handle NRHM funds, created a complex transaction structure and siphoning of thousands of crores of Central funds became easy. “Formerly the funds were transacted through various bank accounts, which made the transaction complex. In order to give new transparency to the NRHM funds transactions, the health authorities will forward the cash directly to the associated community health centres (CHCs) and primary health centres (PHCs). There will be no CMO and nodal officers in between to make the transactions biased,” added Bajpai while talking about the benefits of ebanking.
As per recent reports, the authorities of NRHM had envisaged amalgamation of all funds through the state health society (SHG) to the district health committees (DHCs) for all programmes. However, multiplicity of bank accounts being maintained at various levels points towards the fact that fund flow under NRHM was not in place. In addition, in each of the 71 districts of UP, NRHM funds were managed through approximately 11 bank accounts, leading to a whopping 781 bank accounts being operated across the state. Banks accounts were also opened in the names of Rogi Kalyan Samitis (RKSs) and Village Health and Sanitation Committes (VHSC). The total number of NRHM bank accounts in the state exceeded 1,000.KSs, CHCs and PHCs were found in possession of multiple bank accounts as well as numerous cash books.
