The federal government has decided to establish the National Safety Analysis Centre (NSAC) to provide technical support to the Pakistan Nuclear Regulatory Authority (PNRA) to ensure the safety of Chashma-3 and Chashma-4 nuclear power projects.
A 325-megawatt nuclear power plant is under construction at Chashma, which will be completed by 2010-11, two additional units of 325MW Chashma-3 and Chashma-4 have been conceptually cleared by the Central Development Working Party (CDWP) and their PC-1s are under process.
Estimates: According to a Planning and Development Division working paper presented in the CDWP meeting on Thursday, the establishment of the NSAC would cost Rs 463 million, including Rs 100 million foreign exchange component.
The project will take around 60 months to complete (July 2009-June 2014).
According to the brief description of the project contained in the working paper, the NSAC would provide technical support to PNRA by performing safety analyses for the organisation involved in regulating the nuclear power programme in the country.
The objectives of the project will be to carry out safety analysis, including accident analysis (both deterministic and probabilities), stress analysis, computational fluid dynamics, fluid induced vibration analysis, structural and seismic analysis for nuclear power plants.
The project will also promote scientific and technical development in the area of safety analysis by improving the skill and knowledge of personnel through specialised training, exchange visits to other safety analysis centres, seminars and research work.
The project will also identify safety application needs in the country and the procurement of related software to perform safety analyses and conformity audit calculations for safety issues and computer system.
