The National Human Rights Commission (NHRC) has held that tribal van Gujjars living in the proposed Rajaji National Park can not be coerced by forest authorities to leave their forest homes. The Commission also said the Gujjars could not be deprived of their traditional grazing and lopping rights and added that existing cattle from the forest area could not be forcibly removed.
