The European parliament will vote tomorrow on far-reaching anti-pollution measures which threaten the oil and vehicle industries with tens of billions of dollars in extra costs. The legislation is viewed in Brussels as a test of the power of the green lobby and it has led to a battle of wills between the car and petroleum industries over who should pay the bill.Also at stake is the European parliament's attempt to bolster its authority before the European Union finalises its policy on air pollution targets from the year 2000.
