Exasperated by long, bitter arguments over how national forests should be used, dozens of environmentalists and cattle ranchers in northern New Mexico have devised their own solution. They have created a "grass bank." A grass bank is a large chunk of national forest that serves as a kind of summer camp for cows that usually graze on other federal land.
