Despite overall progress, per capita comsumptiom in the State of Uttar Pradesh (UP) has grown at only 1.4 per cent per annum in the 1990s. This has been stated by a World Bank report on the challenges of Uttar Pradesh released here on Thursday. The report also noted that many of these erstwhile poor are just hovering just above the poverty line and remain highly vulnerable to shocks that could plunge them back into poverty. While quoting the 2001 Population Census, the report also said that though literacy in UP increased from 42 per cent in 1991 to 57 per cent in February 2001, it is still well below the all-India average of 65 per cent. And, female literacy too at 43 per cent is below the all-India average of 54 per cent.
