Permits for entry to Aboriginal land in Australia should be scrapped and territory governments should be able to acquire Aboriginal land for public purposes, a review of the Northern Territory Land Rights Act says. The review by a former Labor backbencher, Mr John Reeves, said land councils should be replaced by smaller regional bodies and accused the councils of dissipating money on administration and cash payments.
