Irked over the provisions of the new National Mineral Policy, Orissa CM Naveen Patnaik on Friday charged the Centre of violating federal spirit by not taking state's views and said five mineral-rich states will meet on Saturday at New Delhi to work out a strategy. While the states called for fixation of royalty on ad valorem basis, the new policy did not change the prevailing method thus causing heavy revenue loss to state governments, he said here before leaving for New Delhi for meeting.
