Orissa puts a rider for mine licence to Nalco

The Orissa government has remaining licence to the National Aluminium Company (Nalco). The state government said the company can be given a prospective licence on the Potangi bauxite mines only if it agrees to give the Sashubahumali Pasangamali reserve to the Orissa Mining Corporation (OMC).
Union Mines Secretary Shantanu Consul told reporters here last night that the state has also demanded a share of the export duty charged on chromite and iron ore. "Our discussion withthe state government was basically on the recommendation of Nalco's name for the prospecting licence on the Potangi bauxite reserve," Consul said.
Nalco required the bauxite reserve in view of its expansion programme and plan to set up another smelter at Jharsuguda in Orissa. Though the state government had been assuring the Centre that it would recommend Nalco's name for the bauxite-rich Potangi mines, it was delayed due to some unknown reasons, Consul said, adding he requested the state government to expedite the process.
While seeking a share of the export duty, the state government pointed out that it directly bore the brunt of mining operations leading to an adverse impact on ecology, infrastructure and livelihood activities of people. "People who face problems in their livelihood activities due to mining, should get benefit from the increased revenue earned through export of minerals," a senior state government official said. On the state's proposal for the Sashubahumali Pasangamali bauxite reserve, the official said that the deposit spread over an area of 4,239 hectare in the district of Rayagada.
The Orissa Mining Corporation, which is the state's commercial organisation dealing with mineral trade, will benefit if it was handed over the mining licence over the bauxite patch. Besides, the state government also urged Consul to expedite its two other proposals on granting of mining lease in favour of SMC Power Generation for iron ore over an area of 246.039 hectare in Khandabandha in Keonjhar district.
The state's other proposal is for inclusion of iron ore in the mining lease of manganese ore in Siljora, Balda, Guruda and Kalimati of Keonjhar in favour of OMC.
