Hundreds of tonnes of ozone-depleting substances (ODS) are being smuggled into the country, undermining efforts to control the trade and phase out production of these harmful chemicals in line with the Montreal Protocol -thus foiling efforts to undo the damage already caused to a fragile ozone layer.
