After the failure of talks between the two countries over the issue, Pakistan is likely to finalise a strategy by the end of February as to whether to seek the appointment of a neutral expert or approach the court of arbitration for resolution of the dispute over the construction of Baglihar hydroelectric project by India on Chenab in Kashmir, it was reported by dawn on Saturday.
