Panel asks Govt to step up vigil

With Beijing clearing construction of three more dams on the River Brahmaputra in the Tibet Autonomous Region (TAR), pressure on the Central Government has mounted to increase surveillance after it confirmed that it is not keeping satellite vigil on the flow of water from China. The suggestion has come from none other than the Parliamentary Standing Committee on Water Resources after it learnt that India is not maintaining satellite vigil on the flow of water from China. The Government informed the Parliament on March 4, that three more hydropower projects on the mainstream of the Brahmaputra River in the Tibet Autonomous Region had been approved for implementation by the Chinese authority. However, the Government dispelled the concerns about the likely adverse impact due to the proposed dams on the flow volume of water of the Brahmaputra River, on the ground that the projects were considered to be Run of the River (RoR) hydroelectric projects and any significant change on the quantity of flow of water of the Brahmaputra River is not expected. In its Action Taken Report, the MoWR replied that the Government of India is utilising all the latest technologies available to monitor the flow volume of the Brahmaputra River regularly. Besides, the Government of India keeps a constant watch on all developments in China having bearing on India’s interest and takes necessary measures to protect them.” An unconvinced Parliamentary Panel, which is headed by Dip Gogoi, remarked that the Ministry has not specifically mentioned the various techniques being adopted for monitoring it. The Committee is of the view that modern scientific techniques such as remote sensing should be widely used to keep a constant vigil on the activities being taken on the upstream of Brahmaputra River, to avert any negative impact on the interests of downstream States. However, MoWR admitted that the flow volume of Brahmaputra River using satellite imageries is not presently being monitored. Considering the importance of ensuring the flow volume of the Brahmaputra River for the economic sustainability of entire North East Region, the Committee urged the Government to intensify its vigil on the proposed activity of China on the Brahmaputra River.
