The Mukerji Committee on the "Review of Afforestation Policies and Rehabilitation of Wastelands" has recommended that wastelands be leased out to the corporate sector for the plantation of forest tree species. The Committee has, however, clamped two pre-conditions. First, that no change in land ownership be allowed. And second, that the purpose for lease be plantation of forest tree species only. On the issue of forest lands (degraded or highly degraded) to be given to the industry for afforestation purposes, the preface to the Committee's report has described it as a "vexed issue."The committee has recommended that the ministry of environment and forests commission detailed case studies, consider the various aspects and take a decision only thereafter.
