Parambikulam: inter-State meet in Coimbatore on April 9

The Joint Water Regulation Board (JWRB) of the inter-State Parambikulam Aliyar Project (PAP) agreement on sharing of waters between Kerala and Tamil Nadu will hold a meeting in Coimbatore on April 9 Sources in the Water Resources Department here said Kerala would register its protest against the alleged violation of the PAP agreement by Tamil Nadu on filling up the Kerala Sholayar reservoir on September 1, 2007 and February 1, 2008. As per the PAP agreement, Tamil Nadu should fill the Full Reservoir Level (FRL) of 2,663 ft in the Kerala Sholayar reservoir on September 1 and February 1 every year. But on these two occasions, Tamil Nadu had not filled the reservoir thereby violating the agreement. The water level recorded in Kerala Sholayar on February 1, 2008, was 2,658.40 ft., 4.60 ft. below the stipulated FRL of 2,663 ft. This was caused due to the stoppage of the release of water to Kerala Sholayar during the critical period. Sources said Tamil Nadu stopped water supply to Kerala Sholayar on December 22, 2007, without any reason and it resumed the water supply only on January 10, 2007. Besides, during the non-supply period, Tamil Nadu had diverted 1 tmc ft. of water to the Parambikulam side. Kerala should get 12.61 tmc ft. water from Sholayar but so far it had got only 10 tmc ft. Thus the remaining water should be released to Kerala between April and June this year. Sholayar supplies water to Chalakudy basin both for drinking and irrigation purposes after generating power at Kerala Sholayar. The JWRB meeting is significant for Kerala, as it has to decide on the sharing of waters at the Manacadavu weir for the Chitturpuzha irrigation area from April 1 to June, the remaining water year.
