The mayor of Seoul visited the Capital recently as part of a South Korean delegation, and was impressed with the success of the Bhagidari system of civic governance launched by Delhi government some years ago. The South Korean mayor wants to emulate Delhi's Bhagidari model back in Seoul, and build a partnership between the government and the people to improve civic amenities. If Seoul can do it, why not other big cities in India? Bhagidari is a simple model of civic governance where the residents welfare associations interact with local government officials through formally established councils, and solve problems relating to water supply, conservation of energy resources, treatment of plstic and other wastes and so on.
