The former Chairman of the Atomic Energy Commission (AEC), Dr. P.K. Iyengar, wants a white paper comparing the country's nuclear weapons capabilities with its perceived adversaries, speeding up of the missile development programme and a 'peer review' of the Pokhran-II tests to develop a minimum credible deterence arsenal of atomic weapons.
