The Planning Commission has come up with a proposal to increase water charges for all categories of consumers, including irrigation charges for farmers. The proposal for "rationalising" the pricing of water for various uses, including agriculture, forms part of the special action plan to implement the National Water Policy drawn up by the Planning Commission as part of the Ninth Five Year Plan.
