While inaugurating the round-table conference on Panchayati Raj and women's empowerment, Chief Minister Shiela Dishit said Delhi will achieve total literacy for women in the shortest possible time. "A plan is being chalked out to make Delhi's women fully literate by the turn of the century", Dikshit announced.
