Pleading that development be given a chance, Prime Minister, Dr Manmohan Singh today said that he is confident that all differences could be amicably resolved through discussion and dialogue. "I have often said that there is no grievance that cannot be addressed through a ballot box and no grievance that can be redressed through a barrel of a gun,' the Prime Minister said releasing the Vision 2020 Document here this morning. In attendance were host of senior Central Ministers, Governors and Chief Ministers of the North Eastern States, MLAs, MPs, academicians, bureaucrats, policy-makers and students'. The jam-packed Vigyan Bhavan saw Union Minister for DoNER, Mani Shankar Aiyar explain in details the procedures adopted to draft the Report. "We have a document which has not been prepared by Delhi and slammed on the North-East,' he said. The Delhi-based National Institute of Public Finance and Policy drafted the Document, which was vetted by a group of intellectuals and academicians hailing from the North-East. In a clear departure from the past, some of the Governors and State Ministers did some plain talking, pointing to deficiencies in the Central guidelines, to thunderous applauses from the crowd. Dwelling at length on the problems faced by the Region, the Prime Minister spelled out the policies adopted by the Centre for the economic development of the Region. For too long has violence been the dominant recurrent theme of discourse on the North-East. "It shall, and it must now be development and inclusive development,' he said. "Let development now be the leitmotif of the North Eastern Region. I appeal to all the patriotic people of this region to work together to create an environment of peace and security in which we can working together improve the quality of life of all people, violence has no place in our society and our culture,' said Dr Singh. "Our nation is based on the concept of
