Police defend 'black smoke' vehicle fines

Hong Kong Police defended laws on smoky vehicles as adequate yesterday, distancing themselves from calls for tougher penalties. The Environmental Protection Department has proposed the fixed fine for smoky vehicles be raised from $450 to $1,000 as part of its plan to reduce air pollution. The move was supported by green groups but attacked by public transport operators. Chief Inspector Lee Wing-keung of the New Territories South traffic section said vehicle-emission laws had proved sufficient.
