While Central and State Governments have been pumping in crores for uplift of tribals, hundreds of them in Kodaikanal hills are still struggling for basic rights such as food, shelter and education, leave alone enjoying benefits extended to them by the Governments. Tucked away in declivity on the Periakulam side, Chinnur and Periyur and small habitations have hundreds of Pelaiyar tribals who were living in abject poverty in caves.
