One definition of foreign aid is that it flows from the pockets of the poor in the West to those of the rich and the powerful in poor countries. So it is a welcome development that the consensus reached at the UN International Conference on Financing for Development at Monterrey in Mexico laid down an obligation on the part of rich countries to provide more aid and slash trade barriers while the poor nations were obliged to make sure that the money was well spent.....Editorial
