Power Grid accused of violating safety norms

The Power Grid Corporation of India, a Government of India enterprise, which is in the business of transmission of power from power projects in north-eastern region, connecting the national grid through their 400 KV, 220 KV, 132 KV lines, is found dealing with extra high tension power in a dangerous manner, ignoring all the provisions of security and safety codes and guidelines of the Government of India. During its presence in the north-eastern states in the last 20 years, several accidents have taken place during power transmission due to reluctance on the authorities' part to adhere to these code. An accident took place on May 27 last at a place, some 8 km away from Nichiphu in Arunachal Pradesh, where two persons were injured and who are now battling for their lives in hospital. In 2004, Power Grid took up a project from NEEPCO Ltd to supply power to NEEPCO's 750 MW Kameng hydel power project at West Kameng district of Arunachal Pradesh. The project was to draw up a 132 KV line from 400/220 KV Balipara sub-station in Assam to Khupi-Kimi in Arunachal Pradesh. Power Grid allotted the work to one Syama Power Ltd and the firm readies the line by 2006. Since the beginning of the project, it was observed by NEEPCO that the workmanship and the quality of materials used is very poor and the matter was informed to Power Grid officials from time to time. Syama Power grid never used any modern machinery to construct a line in such a difficult zone and maintained conventional practice only through local inexperienced contractors. While taking over charge of the line from Power Grid, NEEPCO raised several objections, regarding the line. The tower and the earthing clearance from the conductors were not as per requirement of the Central Electricity Agency norms. The conductors used in the line and the tower materials used are also of very inferior quality. But Power Grid never pressurised, Syama Power to rectify the defects, within their defect liability period. Maintaining a nexus with a few senior officers of Power Grid, Balipara including the DGM of Balipara, Syama Power managed to take away most of their contractual amount and a huge amount in the name of delay in the project. It is alleged that Syama Power managed to use Power Grid's store and T&P materials without cost. Meanwhile, it is worth mentioning that on May 27 last, a group of workers along with the engineers of Mega Electricals Co., of Guwahati, who were maintaining the power line of NEEPCO, went to a spot, about 8 km from Ziro Pass to rectify a line fault. The group got electrocuted. Two workers got burnt severely and escaped with their lives as they rolled down the hill. Both sustained serious burn injuries.
