Rajasthan seems to be a pioneer of sorts in power sector reforms. It was the first state which contemplated selling off distribution zones to the private companies when the model of management contract failed to work in Orissa in 1996-97; it was the first to offer 'tatkal power connection to the agriculture sector for upfront payment and now, it again seems to be the first tinker with power supply to agriculture.
