Promises on power remain unfulfilled

Though the state power minister, Mr Mrinal Banerjee today informed the House that by 2014, capacity of the generating stations will be enhanced by 3990 MW, his earlier promise of enhancing capacity is yet to be fulfilled. In 2006, the minister had stated in the house that the capacity of the generating stations under West Bengal Power Development Corporation (WBPDCL) would be enhanced by 1570 MW in 2007. But, the capacity will be enhanced by 900 MW.
Mr Banerjee, however, expressed his doubts about setting up two 660 MW units at Katwa since there were problems in acquiring land. Md Syeed Masih, Left Front chief whip, raised his voice in protest after the minister said that and assured that Mr Banerjee's department would get land for the power plant.
Apart from Katwa, two more power plants of 660 MW would be set up at Sagardhighi, two 300 MW plants at Durgapur and one 500 MW at Bakreshwar and 250 MW at Santaldhih.
The minister, however, admitted in the House that there was about 800 MW shortfall in April and May and there was excess demand of 350 MW and the state received only 450 MW from Central sector against 900 MW.
Though Dr Manas Bhuinya, CLP leader accused the minister that he has taken his party line and has engaged a Chinese firm to set up unit at Sagardighi and a new unit at Durgapur Power project Ltd without engaging the Bhel, a public sector undertaking.
Dr Bhuinya and Mr Subrata Bakshi, TMC MLAs, today quoted the observations of Assembly standing committee on public undertakings which stated that the rationale of extending favour to CESC, a private licensee at the cost of financial interest of West Bengal State Electricity Board seems to be unjustified. They also quoted the recommendation of the committee which stated "no undue favour should be given to any private organisation or individual and CESC continues to be a regulator defaulter.''
