Natural resource managment has turned out to be a problem in Nepal, not because it doesn't have the means but because it lacks enough foresight and wisdom to ensure equity of distribution and proper management. Water resource management is a case in point. When it comes to sharing the benefits of hydropower, irrigation facilites or drinking water the common people are left out in favor of more influential interest groups. (editorial)
