The Supreme Court direction to the Punjab government to complete the Sutlej Yamuna Link (SYL) canal within one year failing which it will be the responsibility of the Union government has put the state government in a fix leaving it with o option but to challenge the very basis of the sharing of the river waters with Haryana.
