Children in Punjab are better off than their counterparts in the rest of the country, while their women are worse off, according to the draft of Punjab Human Development Report, 2001. The report that will be finalised on Thursday said the state has the second highest Human Development Index (HDI) in the country after Kerala. But it figures second from the bottom when HDI is compared with Gender Development Index (GDI).
