the first-ever National Forest Policy had envisaged that India needed at least 33% of the total land area under forest cover. However, right from the first 5 year plan to the Tenth, the Government of India has never given even 1% of the Budget of the Plan allocation to implement the National Forest Policy. Punjab, inevitably, is a mirror image of our national scene. Being an agrarian state, its overwhelming 84% land area in under agriculture. The Punjab department of Forests often runs for cover because of its notorious reputation.
