Quebec, Cree cannot agree on forestry policy

A meeting between Premier Lucien Bouchard and Cree leaders Thursday failed to bridge their differences on the question of forest management in Quebec.The Grand Council of Crees wants forest management in the James Bay region to be overseen by an agency made up of government and Cree representatives.They also want the agency's powers to be enshrined in the James Bay and Northern Quebec Agreement.The Quebec government, however, wants any joint-management agreement be included under provincial forestry laws.
