The Third All-India Census for Small-scale Industries, released a couple of months before by the five decade-old DCSSI, only reinforces the importance of this sector. The sector has 10.52 million industrial units with investments ranging from Rs 0.1 million to more than Rs 10 million in the redefined categories in plant and machinery, 2.5 million jobs (several small industries do not record the actual numbers employed to carry the benefits of the unorganised sector), and 35% of exports from the manufacturing sector. However, this much-maligned sector in India has posted better growth rates than its elder brother throughout the period 1991-92 to 1999-2000 in spite of inadequate and untimely credit support and misplaced incentives.
