Eleven years of wrangling over a giant open-cast mining project west of Cologne was resolved, ending the threat of government crisis in the German state of North Rhine Westphalia. After intervention from Bonn, the state's coalition of Social Democrats and environmental Greens reached an accord with the Rheinbraun mining company on conditions for exploiting a 48 sq km brown coal mine known as Garzweiler II.
