UPA's move may come three years late
What does a government which swears by the aam aadmi or the garib do when it finds itself under criticism for not doing enough to improve their lot by lifting them above the bpl (below poverty line) status? It simply hedges the issue by delaying the bpl house-to-house survey conducted for actual identification of the poor once every five years. The survey is normally conducted by the Ministry of Rural Development (MoRD) in the first year of every plan period and should have begun in 2007.
