The fund starved Government is losing huge amounts of money due to the failure of the public works departments and Central government organisations to pay the royalty due to the forest Department on account of use of forest produce for construction works. Interestingly, the defaulters include prominent Central Government organisations like the Railways and the Indian Institute of Technology.
