The National Highway Authority of India's (NHAI) request for more funds in the ensuing Budget to accomplish its task of building road corridors across the country raises a fundamental point. Is funding a constraint in the building of these roads, or is it issues involving implementation that are posing a problem? Unlike the Delhi Metro which is well ahead of schedule, the first phase of the golden quadrilateral project, covering 5,000-odd km is way behind schedule, bogged down by issues like lack of transparency in award of contracts, charges of corruption, etc. (Editorial).
