Rs 3,300 Crore Action Plan to Ensure Quality Healthcare

BHUBANESWAR: The State Government has prepared a perspective plan for development of health infrastructure at primary and secondary level to provide quality healthcare. “A strategic perspective plan for the purpose has been prepared and put to action,” Principal Secretary, Health and Family Welfare PK Mohapatra said after a meeting here. A three-year perspective plan was chalked out at the meeting chaired by Chief Secretary JK Mohapatra and decisions were taken to expedite the process of implementation, he said. District collectors have been authorised to accord administrative approval to all civil work plans and designs under the National Health Mission (NHM). The focus will be on green architectural designs of the health institutions with minimal use of energy. The Works Department has been advised to strengthen its architecture wing and empanel the architects for quick preparation of plan and designs. It has also been asked to prepare integrated building designs including civil, electrical and sanitation components so that the buildings can be put to use just after the completion of construction works. The perspective development plan has been prepared for development of health infrastructure from sub-centre level to district headquarters. The meeting decided that construction of all sub-centres and Primary Health Care (PHC) buildings would be completed by the end of the current plan period. Establishment of high-end critical care units like Sick Newborn Care Unit (SNCU), Newborn Stabilisation Unit (NBSU) and Newborn Care Corner (NBCC) at all delivery point hospitals, quarters for health staff, nutrition care facility and Nutrition Rehabilitation Centres (NRC) in the hospitals are part of the perspective plan. Construction of drug warehouses, provision of 24x7 piped water supply, dedicated electricity supply to hospitals, construction and upgradation of Auxiliary Nurse and Midwifery training centres (ANMC), General Nurse and Midwifery training centres (GNMTC) and strengthening of vaccination centres at State, district and sub-division level have also been included in the perspective plan. Mohapatra said 8,367 health institutions have been included in the action plan along with 19,284 new construction and renovation work projects with an estimated budget of around `3,300 crore.
