China's outgoing premier Zhu Rongji issued a stern warning to the next generation of leaders that the poverty and frustrations of 800 million rural residents could threaten the country's economic future. In his valedictory speech to the National People's Congress, Zhu also announced an infrastructure spending bond issue of Rmbl 140 billion for 2003.
